Funding Programs

Northern Development offers three programs to aid local governments in identifying and responding to housing needs.

Housing Needs Assessment

Housing Programs

The Housing Needs Assessment program provides one-time grant funding to local governments for the development of a comprehensive housing needs assessment that covers the entire community and meets the requirements of the 'Local Government Statutes (Housing Needs Reports) Amendment Act.'

Community Planning for Housing

Housing Programs

The Community Planning for Housing program provides grant funding for municipalities and regional districts to assist with the cost of hiring incremental planning capacity for a 12-month period. Local governments are eligible to receive up to $40,000 from Northern Development.

Northern Housing Incentive

Housing Programs

The Northern Housing Incentive program provides grant funding to local governments to create a 'Dollars to the Door' program that will enhance and support economic development by incentivizing private sector housing developments in communities across Northern B.C. This, in turn, will retain seniors and attract workforce and thereby increase business and employment opportunities.

BC Hydro GO Fund

Partner Programs

The BC Hydro GO Fund is providing support to Peace Region Community Non-Profits to Generate Opportunities. The fund will provide $800,000 over eight years to community non-profit organizations in the Peace Region during construction of the Site C Clean Energy Project. Non-profit organizations supporting children, families and seniors will be eligible to apply for individual grants up to $10,000 per year.

BC Hydro Peace Agricultural Compensation Fund

Partner Programs

As part of the Site C Agricultural Mitigation and Compensation Plan, BC Hydro has established a $20 million fund to support agricultural production and related economic activity in the Peace Region.

Connecting British Columbia

Partner Programs

The current objective of the multi-year Connecting British Columbia program is to accelerate the delivery of high-speed internet connectivity at minimum target speeds of 50 megabits per second (Mbps) down and 10 Mbps up to homes and businesses in rural communities in B.C. Applications that are able to demonstrate the ability to support the target of 50/10Mbps are highly preferred. There are three funding streams currently available to support projects that seek to increase connectivity throughout B.C.

Forestry Affected Business Consulting Rebate

Business Development

Northern Development is offering the Forestry Affected Business (FAB) Consulting Rebate program in response to the impact of the 2019 permanent mill closures, curtailments and shift reductions are having on businesses in central and northern B.C. Up to $15,000, or 75 per cent of a project's budget, may be recovered for the cost of hiring a consultant to assist with business efforts.

Competitiveness Consulting Rebate

Business Development

Northern Development provides the manufacturing and resource sector supply chain with 50% rebates for management consulting expertise to expand operations and improve profitability.

Love Northern BC

Business Development

Love Northern BC is a movement connecting people with the independent locally-owned businesses that are the heart and soul of their communities. The program is designed to deliver unique marketing campaigns in communities throughout northern B.C. that celebrate independent locally-owned businesses with an aim to strengthen their competitiveness and keep more dollars in the local economy. The program represents a partnership between Northern Development Initiative Trust and communities throughout the region.

Northern Industries Innovation Fund

Business Development

The Northern Industries Innovation Fund program provides funding for small and medium sized companies engaged in forestry, agriculture, aquaculture, mining, energy, oil and gas, manufacturing and the supply chain activities related to these sectors. The program will support applied research and development, new or improved products and services and testing of innovative equipment or technologies to support capital investment decisions. The program’s objective is to support the diversification and expansion of the northern B.C. economy as measured through increased business competitiveness, incremental revenue and job creation.

Supply Chain Connector

Business Development

The Supply Chain Connector is an industrial supply and service database of businesses located in central and northern British Columbia. In preparation for the more than $70 billion in industrial projects planned for the region, the Supply Chain Connector will help major industry, communities and government procurement offices quickly locate local businesses to help them build major projects.

Strategic Initiatives Fund

Community Development

The Strategic Initiatives Fund is a proposal-based program that provides grant funding for strategic projects that are large in scale, regional in impact, enhance a community or multiple communities’ ability to overcome economic challenges and will result in incremental capacity or strategic economic infrastructure within a local government or First Nation. The goal of the program is to support community-based projects that focus on long-term economic transformation and sustainability.

Business Facade Improvement

Community Development

The Business Façade Improvement program provides annual funding to municipalities and regional districts to enhance economic development by encouraging private sector investment in businesses façade improvements.

Capital Investment Analysis

Community Development

Northern Development provides grant funding for feasibility studies that will produce a study that provides the ability to make a capital commitment to a major infrastructure project.

Community Foundation Matching Grants

Community Development

The Community Foundation Matching Grants program provides all municipalities or regional district electoral areas with up to $50,000 from a regional development account in matched funding to assist with establishment of a dedicated endowment within a registered community foundation over a two year period.

Community Halls and Recreation Facilities

Community Development

Northern Development provides grant and loan funding to improve the sustainability and event hosting capacity of facilities that generate revenues for non-profits and the tourism sector.

Economic Diversification Infrastructure

Community Development

Northern Development provides grant and loan funding for municipalities, regional districts, First Nations bands, and registered non-profit organizations to support the construction of infrastructure throughout the region that directly diversifies the economy.

Fabulous Festivals and Events

Community Development

Northern Development Initiative Trust provides funding annually to support festival and event hosting capacity across Northern B.C. each year. The program is designed to support the sustainability and expansion of unique festivals and events that generate revenue, attract tourism and contribute to the quality of life throughout the region.

Marketing Initiatives

Community Development

Northern Development provides grant funding to support development of marketing assets that will attract new investment and increase revenues to the region from outside of central and northern B.C.

Capacity Building

Economic Development Capacity Building

Capacity Building

Northern Development provides economic development capacity building funding annually to boost economic development capacity in municipalities and regional districts throughout central and northern British Columbia.

First Nations Government Internship

Capacity Building

These 12 month internship positions are available with select First Nations governments to gain management work experience across departments with expert mentors. The interns make a difference in a community, develop leadership and management skills, and chart a path into a rewarding career. Positions offer a challenging and engaging custom-designed work plan and competitive wages.

Grant Writing Support

Capacity Building

The Grant Writing Support program provides up to $8,000 in rebate funding each year to support the employment of a locally based grant writer. The funding is provided to local governments and First Nations bands in the Trust’s service region.

Local Government Internship
